According to Etsy's own language as reported by ValueAddedResource (re-fetched July 24, 2026), the Regulatory Operating Fee is described as keeping "pricing aligned to meeting local requirements," with rates "set by country and reviewed each year." Etsy's Help Center separately describes the fee's mechanics (this page's research process could not open that article directly, but its wording is indexed and quotable): the fee is "a percentage applied to the item price and shipping cost (including gift wrap and personalization costs, if applicable)" and is subject to VAT where applicable. In plain terms: it's a percentage on top of your order subtotal, calculated the same way in every country that has one, and it only applies to sellers based in the listed countries — it isn't charged to every Etsy seller.
